Can anyone tell me, where this sable is from, model and on what occasion, the inscription was made ?

"Life and blood for king and country" and "Hail to saint Anna" Hard to say why these inscriptions were added to the sword. Probably just an officer's way of showing loyalty to the Crown and piety. The saber itself is Austrian Hungarian model 1861 for infantry officers.
