The targets were soaked newspapers rolled.

You wouldn't happen to have a link for properly rolling and soaking newspaper do you? It seemed like it would be simple enough but when I roll first and soak second they don't feel very tight, and if you soak first they make a big wet paper mess. Maybe I just need to do it more?

I roll first, leave some space in the center so it can soak through completely. The paper will swell and seal the hole more or less. I use tape to make sure it won't expand in size but growth in density only. Soak for 15 mins. Once done, they feel heavy and resisting.
