I'm interested in a girdle/belt made from small metal plates, like this one -> IMAGE
what are they properly called, and who makes them today? preferably in Europe?

It's hard to say as many didn't survive except in pictures/sculpture. In art, some definitely show flexible tongues based on how the buckle is fastened/knotted. It's not clear, though, whether that means a leather backing or simply whether a tongue of leather was affixed to the otherwise metal belt.
You'll see reproductions done both ways.
