Any reason you specifically want to be taught how to cut it? Nothing aside from cost stopping you from purchasing a few tatami mats and setting them up, having a whack yourself. If cost is an issue, then save up, or get a few interested friends to throw in with you.
Now if you're more specifically interested in Japanese kenjutsu, then that's another story, but it's not all about tameshigiri, so I'm finding the "tameshigiri training" part of your question a little unusual.
Just curious, though. The Wikipedia article on tameshigiri has a few links at the bottom to various schools' websites, and I'm guessing you can find links to where they have locations at those websites.

Try Seattle School of Aikido,3422 NE 55th Street, Seattle, WA 98105 (206) 525-1955, http://www.seattleschoolofaikido.org/.
It's a starting point. The are a large number of martial arts schools in and around Seattle that specialize in Japanese style martial arts.
