I remember a big debate here several months ago about Crossbows penetrating armor, where a Crossbow maker (fletcher?) from Texas was going to try an experiment with a high draw capacity Arbalest against some steel plate. Did this test ever take place and if so can someone share the link?

Moved to off-topic since you're talking about a modern-day test of a crossbow and not historical arms and armour. I dunno. Seems better placed here. Who knows?
Anyway, I don't know if the test ever took place. I'd assume it did not. The crossbow maker (not anybody named "Fletcher") is no longer an active member of myArmoury.com so we will not get a report of any such tests by that person.
