The general photo guide is available from the Contribute page. I think it's always been linked from that page, though the exact URL may have changed recently.

The photo guide that Chad mentions is for taking photos for contribution. If you are looking for info on posting photos and images, that info can be found by clicking on "Info at the top of the page (to the left of the "Log in/Log out" button). You'll probably want to read "Can I post images?" under Formatting and Topic Types, but the Attachment Guide and the BBCode Guide at the top of the page have the mass of the information.
