I am in no way an expert but I feel that the shape and placement of the arm holes found here are generally seen in conjuction with longer (sometimes vestigial) sleeves continuing down and hanging to the sides, though I do not see any here.
There are hundreds of diffrent variations on coats, jupons, waffenrocks and other overgarments all over europe, and some are quite similar in the cut except for continuing dangeling sleeves, example:

I’d call that a Schaube, but as the previous poster noted there a many many regional variants.
Edit:
On closer examination I think it’s actaully a short cloak with arm holes and no sleeves.
