It's Military and late Victorian. Maybe a Piper's Dirk
I was thinking of the "Argyll&Sutherland Highlanders" when seeing the initials on the brass band (A.&S.H.) but then noticed the "J." before the "A" and so could be the makers. However I see a big "3 Sea. 33" So maybe the "Seaforths"?
Etching on the blade with possible "Battle honours" Hard to make out what the names are or if any highland regimental device is included in the etching.Laurie Wise-Fraser FSA Scot.

42nd Regt. "Black Watch" Pipers Dirk
A Highland regimental dirk marked "42nd 2 Highlanders", for the 2nd battalion of the 42nd (the "Black Watch") regiment. A classic pattern dirk adopted by the British army circa 1875 for issue to pipers of Highland regiments; marked with govt. inspection punch "Crown over B over 3".
