There are a couple of facsimiles of Bellifortis manuscripts with German translations but the 1967 one by Götz Quarg is supposed to be unreliable. A 1430 copy in Munich has been digitized https://www.digitale-sammlungen.de/en/details/bsb00090291
The Latin is supposed to be difficult but on your budget you could hire a PhD student or a lecturer to translate the bits that you wanted. I would offer but I would have to bill an hour or two just to figure out "what resources are available and how hard would this be?"
