Hi all,
Does anyone have any suggestions for removing minor rust spots and returning the luster to a katana? Any advice or suggestions would be greatly appreciated!

If it is authentic leave it to a certified togishi, a japanese trained polisher. If it is a non authentically made japanese sword but a replica made with non traditional techniques you may use european polishing methods, there are plenty on smithing forums, here on myArmoury, on knifemakers forums etc.
Do not touch an authentic sword (made by japanese smiths with traditional methods)
In the latter case (replica) I would use some fine sandpaper sheets, starting from the coarser sheet (as coarse as it appears necessary with regard to rust consinstence) then using progressively less coarse ones until the last matches the original level of polishing.
