The S-shaped edge of the ax is typical of Saxony, but the upturned beak is not functional. My first thought is an 18th century segeant's "weapon" used as a badge of rank on the parade ground. I'll dig out Helmut Nickel's article to see if I can find anything close. Are the edges sharpened at all?
