Jerome, thats technically right, one samurai could supervise a whole squad of ashigaru gunners but the matchlocks used by ashigaru were owned by their samurai lords along with their armor, both of which were kept stored in armories and loaned out when needed, samurai would own their own armor and weapons with the possible exception of very low ranking samurai.
