It's Medieval Jackass-Viscount Steve-O is trying to hit Baron Knoxville with the crossbow and Earl Margera is waiting to shave both their heads because he can. The cup is actually to catch the hair, which will later be made into itching powder.

I have no further theories for the plate in question, however I have seen some of the other plates in the series described in books. Some of them show Hans Talhoffer (supposedly the curly haired guy) demonstrating his physical strength and various ways to achieve it. Could be somewhat related to "ways to harden your body" or something.
I tried printing the text pages and can read most of it but I can't see any obvious connections or explanations to the plates.

It might be of interest that the same section includes another plate where there are a couple of even weirder ways of crossing bodies of water (and the Bellifortis has illustrations of diving suits!), so the bolt&rope could be the first stage of setting up a temporary 'bridge' of a sort. The direction of the waves around the man in water in my mind implys movement across the water, not away from it. Most of the funky stuff in 1459 codex is about military matters anyway, saving random drowning chaps seems out of place.

I agree, 3 combat engineers bridging a river is the most reasonable explanation IMO, with the dagger/beaker being a surveying tool.
