I did, I was not talking about electricity as a propelant, I was talking about a crossbow delivery system of a taster "payload". This works within the framework of your origional post. I can imagine (barely, and I have a good imagination) a world where explosives and propelants are never discovered. I cant imagine a world with working electronic computers where no one has ever recieved an electric shock and thought "Damn that hurt"
