I don't think anyone could answer this...
This "breast plate" could be a part of a coat of plate or a corrazina. The arret shouldn't be on it. The arret has been made for jousting, during the XV and XVI centuries, not on the war harness of the XIVth. The rivets should have joined the plates with leather or other garment. Maybe these holes were for rivets, too ?

I am not sure that the arret is for jousts alone. All/many armour of the Milanese style and Gothic in the 15th for mounted horsemen have arrets, including war harnesses. The arret would be incredibly useful I assume in war although, myself, I have only ever used one in joust. (Doubt they have much use now in war). One is Saint George from late 14th.
The second is Walter von Hohenklingen 1386.

The segmented Churburg harness includes a lance rest doesn't it? It dates to circa 1390.
