A friend of mine is trying to ship black power in the Caribbean--to the St Kitt's Defense Force for a reenactment. This is totally above board. I am wondering if anyone on this august forum has any experience getting Black Powder to the Caribbean...
I know this is an odd ball!

If, as you say, it's for the use of the official Defence Force..they should have no problems as long as the official proceedures are followed ?? I suspect that the problem could lie at your friends end of things. Does he have the oppropriate official licences to SUPPLY explosives? I'm guessing, if it's for re-enactment purposes..we're not just talking one can of black powder ? Also..finding a shipper willing to handle black powder is another thing..you're not going to send it via UPS..

I probably stated this badly. Yes, I've already suggested that the St Kidd DF go through channels--the USAA or the RAA could probably get the required ten pounds easily. The sticking point is the EXIT from the US, not the import. The US apparently now forbids the export of black powder, which could have serious implications for reenacting in Canada... but that's another story.
