Most reliable people that I have talked to stated that the 250 lbs crossbow would be for the Early Medieval Ages; that the 300 lbs to 600+lbs would be for the High Middle Ages; and that the 1000+ lbs would be for the Late Medieval Ages.

Are there any academic sources that would back this up?

Take a looks at springalds and the great crossbows by Jean Lebiel. It is released by the Royal Armouries.

Are you referring only to war bows?

If you are limited to things online I do not think you will find any real useful information that would be academic.... The books is only 15 dollars or so though.
