As an aside, the blade shape is known as American Tanto by some; actual tanto blades are more like these.

This piece is sold, the cost for a similar piece would be in the sub $50 USD range.
Yes, it isn't a true tanto, just a quote ( that is a beautiful example you posted by the way).
The cordwork isn't all that hard. It is just a matter of figuring out the pattern and keeping track of where you are, but then I used to run custom knotwork business.
I may have to have one of those made by you sometime (though with a slightly longer blade I think). It's quite a nifty little thing.
